Do You Need an IDP in Malaysia?
Required If Your Licence Was Issued Outside ASEAN
Malaysia's Ministry of Transport, answering the Dewan Rakyat in December 2024, set out the rule plainly: a visitor holding a licence from a 1949 Geneva Convention country must produce their home licence together with an International Driving Permit — both documents, not one or the other. That covers the UK, the USA, Canada, Australia, Japan and most of Europe.
You are exempt if your licence was issued by one of the nine other ASEAN states — Brunei, Cambodia, Indonesia, Laos, Myanmar, the Philippines, Singapore, Thailand or Vietnam — or by the Maldives. Those are recognised on their own.
One honest caveat: the Road Transport Act 1987 itself takes a softer line. Section 28 treats a licence from a treaty country as though it were Malaysian and attaches no permit condition, and the phrase "international driving permit" appears nowhere in the Act. The ministry's position and the statute do not sit perfectly together, and we have found no further Malaysian source that settles it. At a JPJ roadblock it is the ministry's position you will be held to, which is why we state it as the requirement.
Left-Hand Driving
Malaysia drives on the left side of the road with right-hand-drive vehicles. If you are from a right-hand driving country, take extra care at roundabouts and intersections. The adjustment period can be challenging, especially in busy KL traffic.

Touch 'n Go Tolls
All major highways use electronic tolling via Touch 'n Go cards. Purchase one at any convenience store or toll plaza for RM10. Reload at 7-Eleven, Petronas, or Shell stations. Many toll booths no longer accept cash.
Alcohol & Drug Laws
Blood alcohol limit is 0.05% (lowered in 2020) and enforcement is strict. Drug offenses carry extremely severe penalties in Malaysia, including mandatory death penalty for trafficking. Never carry any controlled substances.
Speed Limits & KL Traffic
Urban: 50–60 km/h. Highways: 90–110 km/h. Expressways: 110 km/h. KL rush hours (7–9 AM, 5–8 PM) cause severe congestion. Speed cameras are common on highways. Watch for motorcycles weaving through traffic.
